Kake tv style super res reflectivity

the color palette is as close to what the kake TV news station in Wichita Kansas uses

with a few upgrades mainly tuned some of the colors and ranges to help remove interference and clear up visibility

change some of the color values due to low visibility of certain values putting it more in line with what the radar natively shows
